New York State implemented a program in 2024 to temporarily waive the civil service examination requirement for certain jobs. Under the New York Hiring for Emergency Limited Placement Program Statewide or NY HELPS Program, jobseekers must still meet the jobs’ minimum qualifications and any other conditions of employment.

This program streamlines the appointment process to allow county agencies, towns, villages, school districts and special districts to hire diverse, qualified permanent employees quickly and without examinations. 

Note - Any other competitive positions not approved via HELPS still require that an applicant meet the minimum qualifications, take and pass an appropriate civil service examination in order to qualify as a candidate for employment.
