Health Insurance Information, Counseling, and Assistance Program (HIICAP)
The Health Insurance Information, Counseling, and Assistance Program (HIICAP) is a federally funded program of the Centers for Medicare & Medicaid Services (CMS). In New York State, HIICAP is administered by the New York State Office for the Aging and provided locally through the Rockland County Office for the Aging.
HIICAP provides free, confidential, and unbiased information and counseling to Medicare beneficiaries, their families, and caregivers. Trained counselors help individuals understand their health insurance options and make informed decisions.
HIICAP Can Help You:
- Understand the Medicare prescription drug benefit (Medicare Part D) and how to select the best plan
- Including Original Medicare and Medicare Advantage plans
- Compare Medicare prescription drug plans (Part D)
- Identify options to help reduce out-of-pocket expenses
- Learn about Medicare preventive services and screenings
- Screen for eligibility for Medicaid, Medicare Savings Programs, and "Extra Help" (Social Security low-income subsidy)
- Understand and apply for EPIC (Elderly Pharmaceutical Insurance Coverage)
- Report suspected Medicare fraud or abuse
