The Rockland County Department of Health (RCDOH) tattoo machineenforces New York State and Rockland County Sanitary Codes, which set forth requirements for the practice of Body Art, which includes, to tattooingcosmetic tattooingpiercing, and similar practices.

RCDOH conducts annual inspections and issues annual permits for all Body Art establishments in the County. These establishments must follow strict requirements for workstation setup, sanitation, record keeping, U.S. OSHA regulations. Tattooing individuals under 18 is prohibited, and minors must be accompanied by a parent or guardian for piercing.

RCDOH also permits Body Art practitioners employed at permitted establishments. Body Art must meet mandatory training requirements, including courses in anatomy and skin diseases, as well as certifications in bloodborne pathogens, first aid, and CPR.

Additionally, RCDOH investigates all Body Art complaints regarding permitted and non-permitted Body Art establishments and/or practitioners in the County. Violations may result in administrative actions, including suspension or revocation of permits, and monetary penalties.
