Stormwater Management Program Plan 

The Division of Environmental Resources oversees the MS4 program for implementation and enforcement of a program to attempt to reduce the discharge of pollutants from our small Non-Land Use Control MS4 to the maximum extent possible. The ultimate goal is to protect the water supply and satisfy the water quality requirements of the Environmental Conservation Law and Clean Water Act. The division inspects and maintains the county's storm sewers and outfalls located on county properties.

Rockland County Facilities Management has updated its Stormwater Management Program (SWMP) Plan to meet the requirements outlined for Year 2 of the permit term under the New York State Department of Environmental Conservation’s (NYSDEC) General Permit for Stormwater Discharges from Municipal Separate Storm Sewer Systems (MS4) (GP-0-24-001). The updated SWMP Plan, dated November 2025, is provided below for public review and comment on the County’s stormwater program.
