Combined Notice of Finding of No Significant Impact and Notice of Intent to Request Release of Funds

On or about December 1, 2025, the Rockland County Office of Community Development will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of the following HOME program funds and HOME Investment Partnerships Program American Rescue Plan (HOME-ARP) program funds under title II of the Cranston-Gonzalez National Affordable Housing Act, Section 3205 of the American Rescue Plan Act of 2021 and HUD CPD Notice 21-10, as amended, to undertake 30 West Street Affordable Housing Project. The Rockland County Office of Community Development has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Rockland County Office of Community Development, 50 Sanatorium Road, Bldg. A. 6th Floor, Pomona, New York 10970 and may be examined or copied weekdays, excluding federal holidays, 9 A.M to 5 P.M.

Any individual, group, or agency may submit written comments to Rockland County Office of Community Development, 50 Sanatorium Road, Bldg. A. 6th Floor, Pomona, New York 10970, or email at RCOCD@co.rockland.ny.us . All comments received by November 26, 2025 will be considered by the Rockland County Office of Community Development prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
