Notice of Public Comment Period, Public Hearing, and Availability of Draft FY2026 Annual Action Plan

The FY2026 Action Plan involves activities to be funded with federal funds from the U.S. Department of Housing and Urban Development (HUD) including $2,745,783 in Community Development Block Grant funds, $958,989.19 in HOME Investment Partnership (HOME) funds, and $236,392 in Emergency Solutions Grant (ESG) funds. These funds are used to benefit low-and moderate-income persons in Rockland County through a variety of programs including Housing, Economic Development, Neighborhood Improvements, Public Services, Planning, and Administration.

Beginning Wednesday July 1, 2026, through Monday August 3, 2026 these draft submission documents will be available for review here, or for in person review at the Rockland County Office of Community Development, 50 Sanatorium Road, Building A, 6th Floor, Pomona, NY 10970 from the hours of 9:00am-5:00pm by appointment only. Interested parties wishing to view the plan must call 845-364-3939.

Notice of Finding of No Significant Impact and Notice of Intent to Request Release of Funds - Haverstraw Heritage Park Project

On or about June 1, 2026, the Rockland County Office of Community Development will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of CDBG program funds under Title I of the Housing and Community Development Act of 1974 (42 U.S.C. 5301 et seq.), as amended, for the Haverstraw Heritage Park Project.

The Rockland County Office of Community Development has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 is not required. 

Any individual, group, or agency may submit written comments on the ERR to Rockland County Office of Community Development, 50 Sanatorium Road, Bldg. A. 6th Floor, Pomona, NY 10970, or email at RCOCD@co.rockland.ny.us. All comments received by May 29, 2026 will be considered by the Rockland County Office of Community Development prior to authorizing submission of a request for release of funds. Comments should specify which notice they are addressing.
