USDA Changes SNAP Work Requirements for Able-Bodied Adults Without Dependents (ABAWDs)

Changes Below Effective November 3

 

New City, NY — The United States Department of Agriculture has issued new Federal guidelines for Supplemental Nutrition Assistance Program (SNAP) Work Requirements for Able-Bodied Adults without Dependents (ABAWDs).

Effective November 3, 2025, the federal government will reinstate and update SNAP work requirements for individuals who meet the ABAWD criteria. These changes are part of federal policy updates intended to promote employment and self-sufficiency while maintaining access to vital nutrition benefits.

Who is an ABAWD?

  • An ABAWD is an individual between 18 and 64 years old who:
  • Does not live with a child under the age of 14, and
  • Does not qualify for an exemption.

Who may be Exempt? You may not need to meet ABAWD work requirements if you are:

  • Younger than 18 or age 65 and older
  • Pregnant
  • Living with and caring for an incapacitated person
  • Physically or mentally unable to work
  • Receiving disability benefits
  • Meeting work requirements under the Temporary Assistance for Needy Families (TANF) program

To continue receiving SNAP benefits, ABAWDs must meet one of the following federal work activity requirements:

  • Paid or unpaid work for at least 20 hours per week (80 hours per month) or earn at least $217.50 per week.
  • Participate in a job training or employment program for 20 hours per week (80 hours per month).
  • Engage in community service or volunteer work.

These federal requirements are issued by the U.S. Department of Agriculture (USDA) and administered at the state level by the New York State Office of Temporary and Disability Assistance (OTDA). Failure to comply with these new federal rules may result in a loss of SNAP benefits.
