County Executive Day Appoints New Human Rights Commissioner

Walker brings 25 years of service in government, victim support, community coordination, and trauma-informed program administration, making her uniquely qualified to lead the Commission’s work ensuring equal treatment and strengthening protections for all residents.

“Michelle’s extensive experience across government and social services makes her an exceptional choice to lead the Human Rights Commission,” said County Executive Ed Day. “She has spent her career building systems that protect people and ensure accountability, and we are confident she will bring strong leadership, empathy, and professionalism to this vital role.”

Most recently, Walker served as a Program Administrator for Westchester County Government where she managed daily program operations, ensured compliance with federal and state regulations, coordinated interagency collaboration, and more.

Prior to that, Walker was the Director of the Family Justice Center where she oversaw grant programming and coordinated legal, housing, and social services for vulnerable residents. She also spent 17 years as Assistant/Site Director of Victims Assistance Services at WestCOP, Inc. (Westchester Community Opportunity Program) overseeing comprehensive, trauma-informed programs for survivors of domestic violence, sexual assault, and other crimes.

The Commissioner of Human Rights position pays $126,310 annually and requires confirmation of the Rockland County Legislature. County Legislator Dr. Dana G. Stilley serves as liaison to the Human Rights Commission and, along with County Legislator Paul Cleary, spoke with the commissioner prior to the vote unanimously confirming her appointment.

Stilley said. “I welcome Michelle Walker as our new Commissioner of Human Rights and look forward to working with her to strengthen the Commission’s role as a resource and advocate for every person who calls Rockland County home.”

Legislator Paul Cleary said, “Rockland County is strongest when every resident knows they will be treated fairly, their rights will be protected, and their concerns will be heard. The Human Rights Commissioner plays an important role in making sure those principles are put into practice.
