Rockland County Highlights Operations & Oversight of School Bus Safety Program
30% Decrease in Violations 2024-25 School Year, +90% Don't Receive Second Offense
New City, NY – On Wednesday, the County of Rockland outlined key operational details of its School Bus Safety Program including state-mandated penalties and indicators of the programs success.
“The School Bus Safety Program is not designed to generate revenue, but to deter dangerous behavior and prevent tragedy,” said Rockland County Executive Ed Day. “Those critical of the revenue being generated should direct that frustration to drivers putting children in harm’s way.”
The civil penalties, which are $250 for a first offense, $275 for a second offense, and $300 for a third or subsequent offense, are established by New York State not by Rockland County, BusPatrol, or any local jurisdiction, and counties do not have discretion to alter them.
“The fine reflects the serious risk posed to children when motorists illegally pass stopped school buses,” said Sheriff Louis Falco.
In 2024, roughly 25,000 Notices of Violation were issued, compared to about 20,000 in 2025. The program saw a 30.5% decrease in Notice of Violation (NOL) issued at the start compared to the end of the 2024-25 school year, in addition to 23% year-over-year reductions, & +90% of violators never committing a second violation – all indicators the program is working.
As of today, 1,179 in-service school buses are equipped with BusPatrol stop-arm safety cameras, up from 1,109 at year-end 2024. Each NOL is reviewed by staff at BusPatrol and Rockland County Sheriff’s Office and not every event results in enforcement action. Following the deduction of technology and administrative fees paid to BusPatrol for camera installation, maintenance, data processing, and program administration, Rockland County generated roughly $1 million in 2024, which does not account for what is utilized to fund additional law enforcement, attorney, and legal fees for the program.
The County remains committed to working with school districts, law enforcement, BusPatrol, and the courts to ensure the program operates fairly, transparently, and in full compliance with New York State law, while continuing to prioritize the safety of Rockland County’s students.
